I'm not sure that this is in the remit of NICE.

NICE wrote:
Public health guidance makes recommendations for populations and individuals on activities, policies and strategies that can help prevent disease or improve health. The guidance may focus on a particular topic (such as smoking), a particular population (such as schoolchildren) or a particular setting (such as the workplace).

NICE public health guidance is aimed at public health professionals and practitioners and others with a direct or indirect role in public health within the NHS, local authorities and the wider public, voluntary, community and private sectors.

Information on using NICE guidance to promote health and wellbeing, especially for people working with local communities, is available in this leaflet.

I feel quite a bit better now, I can't think of ANY journeys I've undertaken in the last year that could have been done in 15-20 minutes on foot / bike!

And then the NHS with it's post code lottery .I can think of one journey that would take me 15-20 minutes when fit, but now possibly 30-45 minutes. If this lot would stick to getting the Institutes that suppossedly look after our health up to speed, then we could all walk .I've just found out that in 2012 if I want my hip replaced, I face a stay in hospital with out my wife being able to visit ,unless she can get someone to drive her .Our local so called major hospital has not got the facilities. Not any real surprise as mothers to be in another nearby town have got a choice of two hospitals ,both a fair distance away ,despite having two hospitals in their own town .And this body decides to preach to the public on health matters. Tad like motes out of eyes ,methinks .
