Actually, your analysis of the report is seriously inaccurate. You're simply dividing one figure by another to get the ratio of PIAs in areas covered by speed cameras to those not covered. This takes no account of the amount of traffic. To use reductio ad absurdo to demonstrate this, if 10 vehicles travelled along a non-camera stretch and all crashed, and 20,000 vehicles travelled along a camera stretch and 20 of them crashed, your analysis would show the camera stretch to be twice as dangerous as the non-camera stretch.

The last column of the table shows the ratio of PIA rates (ie. number per million vehicle kilometres) and from that it can be seen that areas with analogue (GATSO) cameras are worse for accidents by 17.3%, but those with digital (SPECS) or other types of camera are 2.7% and 17.5% better in accident terms than the camera-free stretches. So the campaign should be to get rid of GATSO cameras from roadworks.

You're mistaken. The figures in the four columns under 'PIA' in table 3.18 ARE risk values (PIA per mvkm).
