I sent an FOI request to my local council via email on 10/11/05, recieved nothing back, sent reminder 28/11/05, recieved mail back saying "Please accept or apology for the delay in responding. Your request is being dealt with and you will receive a more detail response as soon as possible."

Sent further reminder 28/12/05, to date no response recieved.

Where do I stand now, what are the timescales and where do I go from here?

The law says they must reply in 20 working days. They are miles over.

Suggest you send them a reminder with CC to the Information Commissioner. That should wake them up sharpish.

All they had to do was ackowledge in writing that they had received your request.
If nothing else, simple politeness, and it would have given them extra time to deal with your request.

The local councils are very slack with the FoI, I think it's due to a lack of organisation, even though I believe there is free management software available to them. The DfT is very on the ball, I sent one electronically on Wednesday night and had a letter in the post on Monday from the person who will probably be the main responder.

edit: Considering the weak reply to Paul's latest request I suspect they are more responsive to non-threatening requests, mine (non-camera related) is 2 on a scale of 1-10 of theateningness and the sort of thing that would probably be replied to informally in the past, although probably with less information than I am hoping to get.

Possibly a letter , threating a complaint to the LGO / asking for a reason why no reply - might wake them up - i had a complaint to LGO upheld recently and now council replies promptly
