Councillor Neil Swannick, Manchester City Council’s executive member for planning and environment, said: "Children are particularly vulnerable road users, and we are constantly looking for ways to improve their safety. One of our main aims is to get drivers to cut their speed around schools. People are often surprised when they realise how fast they are travelling and the VAS signs are a very effective reminder of what the safe limit is and how easy it is to exceed it."
Another glowing example of how the speed on the number is the safe limit.
Further on he says..

Councillor Swannick added: "The cameras allow us to use the latest technology available to identify those motorists who speed and are reckless and careless of other people’s safety."
EDIT: they are talking about the Watchman camera, which is not type-approved, and is linked to a SID/VAS - if the SID/VAS is activated the camera will take a photograph of you when you pass it, and the details are sent to the police who send you a letter (not a NIP). Tameside in Manchester use these all over the place (green and black cameras) instead of conventional speed cameras.
