I believe more than half of the drivers on the road do not have the ability to determine when a speed over the posted legal maximum is appropriate or safe.

Two questions then:

1) Why do you believe that?
2) Are they also incapable of determining an appropriate speed within the limit (i.e. when the safe maximum speed is below the limit)? (If not, why not?)

The 'half' number is recogition that half of all drivers are below average.

Yes, but why do you equate 'below average' with 'bad'? A 'below average' professional footballer or F1 driver is still extremely good - but they don't score many goals, or win many races.
My (educated) view is that most drivers are close to average - some above, some below, but with not much difference between them. Then you get a minority who are way above average, but you also get a minority who are way below average - it's the latter who are the problem.

1) 25000 miles a year on the M25, as I say I've moved north now so maybe I should re-evaluate that position
2) No. They drive 'at the limit' which is plain stupid.

Are you really surprised, given that years of propoganda has focused drivers' minds on the speed limit?

That's a bit of a non-sequitur, but I'll indulge you and clarify my position:

not really, the point is that just because a limit is raised (or removed) it doesn't automatically mean that everyone starts driving like an idiot.

so speed limits should be set correctly. Sort of suggests that if (say) motorway speed limits increased by 10mph then people wouldn't all decide to drive 10mph faster? Over time though it may be a different matter.

I did a straw poll of some friends and colleagues recently, asked what they would do if the speed limit when up to 80 on motorways. Most seemed to say that they would drive at the same sort of speed they drove at now, but would be less stressed about it.

Some said they would drive at 10mph faster than they currently do (which is already over the current limit).

I don't think it's possible to compare UK driving with any of the mainland, France for example has a lot less cars on the motorways. UK drivers seem more afflicted by the machismo 'to be the fastest' than the French. Italians are a different kettle of fish!
