So you will have no problem with being hit by a drunk driver so long as he is within the posted speed limit?

But you recently said that driving at 29mph in a blizzard means you are not safe, hence the rules do not keep us safe - yes? no?

In behavioural safety (now being the latest 'thing' in H&S circles) there is a lot made of positive reinforcement, looking at driving what 'positive reinforcement' is there?

Anyone who takes additional training i.e. Pass plus (FWIW), IAM, ROADA or the like get a pittance of thier insurance premiums, assuming they actually get a reduction.

On the negative side we have cameras that prosecute even when a safe state exists (but is not in accordance with the rules).
Poor road design and engineering (i.e. traffic schemes that cause congestion, road humps etc).
Expensive and often a poor alternatives to driving.
In terms of education we are dumming down drivers by telling them stick to the limit you'll be safe, emotive but not very factual road safety/education campaigns.

There seems to be a lot of stick but little carrot

The big difference between government road 'safety' policy and a behavioural safety programme is that part of a working behavioural safety programme is constant examination of what works and what doesn't - a willingness to be challenged and learn from those challenges.

Government policy does not like being challenged and therefore, will be unlikely to learn from challenges.
