Alternatively we could leave the slower limit as it is, and introduce more of the limited length 3 lane sections of road to allow faster vehicles to pass safely (alternating which side has 2 lanes). This works fine in many areas of France where they are crawler lanes, found especially (but not exclusively) in the mountain areas. There are some areas in UK where previous 3 lane (suicide) roads have been marked to give two lanes to one or other of the traffic flows.

Of course this means investing some of the massive amounts of tax back into road infrastructure rather than wasting it on initiatives like satelite road pricing.
