While looking for something else on the DfT web site I found this:

Contains:

"Of particular interest is the negative and significant relationship between the speed and the speed setting measures, because it masks an intriguing age effect. For younger - and less experienced - drivers the correlation between speed and speed setting is strongly negative and highly significant (r=-0.44), while for the older drivers the association is weakly positive (r=0.15). Young drivers who drove fast tended to be rated as being poor at setting speeds appropriate for the conditions, whereas with older drivers the direction is reversed."

Clearly they have observed learned Safe Speed behaviour. Now we have to convince them of its massive importance.

The 0.44 doesn't really make it all that strong a relationship does it?

I don't know what you're talking about - the important bit is that experienced drivers who speed have better safe speed setting skills than those who don't.

This highlights the dangers of interfering with driver's learning process. As postulated on this page:
