undoubtedly, others have come up with the idea before me but i havent seen it anywhere so here it is:

inspired by top gear.

why do town councils not build a bit of open land with tarmac on it for the youngsters to run about on? at the moment, they tear around the streets chasing each other for fun which has obvious dangers. if they had somewhere to go that is away from the public and on private land, they could charge around as much as they liked being only a danger to each other. obviously there are still risks involved but the number of people affected is drastically reduced and only involves those who are there voluntarily. the fact that the lack of insurance should hopefully mean they would have the reality in the back of their mind that if they are too out of control, they lose their car.

"We would have to do risk assessments. The site would have to be monitored 24/7. The youngsters would need to have their vehicles checked by our staff. Crash helmets must be worn. They would have to sign disclaimers. A trained paramedic would have to be there all the time..."

They do, they are called Playgrounds...Oh I see you mean run around in CARS on :lol:

I dare say the locals wouldn't like it. Someone ALWAYS complains about something beneficial to the community whether they are directly affected by it or not.
Anyway where would this land be? Land is a cash cow for local authorities...unless it's greenbelt it is usually tagged for building or industry.
Anywhere 'in town' would be out of the question for the NIMBY's & Out of town would likely be too far for it to draw the 'boy racers' away from Tescos car parks etc.
There are race tracks/skid pans/off road courses etc scattered all over the UK, (Lincolnshire Police skid pan)where drivers can pay a fee and use the facilities to suit their needs, Unfortunately the preferred venue for many youngsters seems to be the public roads/car parks etc.
IMHO we need to change that attitude first.

The insurance issue may finally knock such an idea into touch..."My son paid you good money to tear around like an idiot on your land, now his car is a right off and he's now a quadriplegic ...you'd better be well insured!"

Sorry to sound so negative but those are just a few of the stumbling blocks I can think of that could scupper such a venture.

Here's a question.

Open air council carparks.

They are bereft of shoppers and the like of an evening, so why not use them?
