Yeah Poole council do this too. Anything with a council logo on it is exempt from parking enforcement. You'll see them parked all over the place.

yeah, the red route patrol used to park a liveried transit minibus on a 20 min loading bay in camden for hours at a time while they set about criminalising people going about their lawful business.

nowadays they tend to use mopeds, makes it easier for suprise shock-and-awe attacks.
