The headline might have been chosen with maximum attention-grabbing intent, but it's probably not really stretching the truth to suggest that, during rush-hour periods where traffic volumes are at their highest, the limit will consistently be set at 40 as per the "reduced to between 40mph and 60mph depending on the volume of traffic" comment...

Won't work, a lot of times at rush hour motorways are less than 40 any way until you clear the urban areas.

the m42 section was regularly crawling/stationary in the morning rush hour, with the hard shoulder & VSL i get through at 50 most mornings.

It'll be so nice to be able to actually get to 40 mph during the rush hour. I'd settle for that anyday and for getting home earlier.

Welcome to the UK-We have the best car parks in the world, morning and afternoon - M1/M6/M25 / ETC ETC Organised by our world beating Highways Authority .
Any one try driving down the M1 on Sunday - SHUT J 14 -13 due to an accident - and Towcester - (with a race day on ) === one nice car park.

Then we have the French strikes that turn the M20 into another car park
