new legislation comes in to force: http://www.opsi.gov.uk/si/si2007/uksi_20073492_en_1
Quote:
Section 55 (trunk road picnic areas) amends section 112 of the Highways Act 1980 (1980 c.66) to enable the Secretary of State to provide picnic sites on land adjoining, or in the vicinity of, motorways and to enter into arrangements for the provision of facilities at such sites and of public sanitary conveniences on land adjoining the motorway.

I think these are intended to supplement existing service areas rather than replacing them. An excellent idea IMV, comparable to French aires, and something that should be extended across the entire trunk route network. Also very relevant in view of today's news about the dangers caused by tired drivers.

However, one problem is that, in the absence of the constant supervision that is present at a normal service area, they could easily become magnets for unlicensed trading and all sorts of undesirable activities. Also there is no money to be made from them, so I doubt whether we'll see very many.

I thought the hard shoulder was a recognised motorway picnic area

One would hope it's not also a recognised motorway toilet :yuck:

If you stop in an A1 lay-by I recommend you keep your feet firmly on the tarmac.
