Two thoughts on this --
AT LAST - some sign of modern day sanity from the judicery.
Then again - my 13 year old grandaughter loves bikes -be they quad or two wheeled .I've seen her on a quad ,at a market/car boot - watched her check the helmet ,adjust it and fasten it ( checked by my daughter )---watched her go round a circuit without problems -taking correct lines ,and feeling proud to her granpa -as she did it safely ,faster each time ,not blast first then regret later .
But ,and this is a big but - because of this -my daughter ( CBT competant ) and her boyfriend have sought to teach her road safety ,to the extreme .Not only has he (a biker of many years ) encouraged her -he has taught her safety /courtesy etc/etc /etc to the point that she sits in the front seat of my car and NAGS.
Now surely this is the way forward - be it two wheels or four --get them young /interested and teach safety first ,then education about everything else later .
But is a 100cc machine dangerous . - Possibly a 125 to my grandaughter - but she has been taught "SAFETY FIRST , AND ALL ELSE SECOND "
What comes out of this is that first educate ,then train , then allow to find one's level (helped by a good and competant mentor --bit like driving in the 60's --and perhaps something like (perhaps some policy bloke might correct ) what hapened at the Police Driving academies ).Certainly what happened in my learner days, where A

would help ,or suggest where to ask ( or find out and get back to you ),or catch you "being naughty " and "suggesting " (in harsh tones ) where you'd gone wrong .
AND THAT ,AS ONE SHOWBIZ BLOKE SAID -IS DRIVING .(Possibly a good SS slogan

)
