That is an over simplification.
Many of the potholes in Cumbria - a wet climate and extremes of weather - might lead you to expect frost damage - but too many of the potholes here are due to poorly laid tarmac, and lack of planning for the size and weight of vehicles using certain roads.
We have roads where multi axle trailers make tight turns into roads, and simply twist within their own length, and scrub the tarmac.
Elsewhere, road works have not been re-instated to a high enough standard, and subsidence has occurred.
There seems to be a lack of understanding in the highways department as to how weights and usage affect the infrastructure, and a lack of basic knowledge of the sort of traffic using some of our roads.
