It does not make me happy, however no decent cyclist would do this so what is the problem? Riding without lights at night can be dangerous after all, the other option would be to confiscate the bike so a small fine is hardly unfair. It really depends if the situation is taken into account or like the lollipop stick incident the rules are being applied disproportionately.
