Hi

A quick question.

ACPO guidelines state that all officers using speed detection equipment need to be issued with a "certificate of competence" at the end of their training.

If an officer does not have this certificate can they legally use laser detection equipment and issue speeding tickets?

The reason I ask is that the officer who ticketed me does not have this certificate.
