Advertising hoardings are commercial, so the council/s would have to remove planning permission. That would leave them facing legal action.
Road signs are central_gov regulation mandated.
Around here we have some LARGE cast-steel bollards installed to stop artics running onto pavements....especially in the 7.5 tonne limited roads, which are widely ignored by the drivers....except with the bollards they cannot get around the corners. One tried to run a low-loader over them and tore the rear axle off the chassis ! (I'm talking about 1 tonne cast-steel concreted into the ground)
