Speed cameras across Oxfordshire will be switched back on from 1 April.
Cameras were switched off and mobile camera sites were abandoned on 1 August 2010 after the county council withdrew funding.
Thames Valley Police said since then speeds have increased along with the number fatalities and serious injuries on the roads.
The 72 cameras and 89 mobile sites will be paid for by speed awareness courses and backroom savings.
Supt Rob Povey, head of the force's roads policing unit, said: "We have shown in Oxfordshire that speed has increased through monitoring limits and we have noticed an increase in fatalities the number of people seriously injured in 2010.
"We know that speed enforcement does work as a deterrent to motorists."
This is sad on many counts - not only are the Police fooled into thinking these monstrosities are good or even working, but that they also fail to realise the damage that is increasing between the Police and the Public! The fact that they believe all the propaganda that is so rife around cameras and the solid, dropping of sound science and sound engineering, that actually can help to save lives on the road is both shocking and a real tragedy.
When they fail to understand RTTM and recession effects they are not fit to decide on these important factors of road safety.
