Campaign fails
After her daughter's death, Mrs Holwell campaigned for increased road safety on the A6 between Loughborough and Quorn.
She said she had delivered a 1,900-name petition, in support of having cameras, to Leicestershire County Council.

Mrs Holwell told them: "This is going to happen again, something needs to be done on this road.

"Only a speed camera will stop them."

Mrs Holwell's campaign to have a fixed speed camera was initially rejected in 2010. She said she was told by the county council that speeding on the road was not serious enough to justify it.

Ian Drummond, the council's assistant director and chairman of the Leicestershire and Rutland Road Safety Partnership, said: "The installation is guided by strict government criteria.
"Earlier accident studies on this stretch of the A6 resulted in new safety measures, including a 50mph speed limit."
The county council said it had relined the road and laid anti-skid surfacing shortly before the 20-year-old was killed in 2008.

'Very dangerous'
Mrs Holwell said the road was still "very dangerous" and further deaths and crashes had happened after the safety measures were carried out.
"Some people approaching the roundabout are still speeding," she said.
"They slam on the breaks as they get there - that's not a safe way to drive."

Mr Drummond said: "People are still driving too fast, we've decided to install a fixed speed camera as part of this year's casualty reduction programme."

Mrs Holwell welcomed the decision and said she did not want another family to have their "heart broken".
"The thought of it being three years ago since I last spoke to or saw Becki is just heartbreaking," she said.
"The night that Becki was killed, my life ended as well."
What an utter disgrace to road safety. They treat the road then decide to bow to media/emotional pressure. Mr Drummond clearly has no idea how to behave as a responsible Councillor and apply proper road safety. If and it is a big if, people are driving dangerously then apply science, and a proper police patrol. I know that we have already discussed the fact that new surfaces are very slippery before on here and how a camera will not have prevented this death anyway ...
I do feel sympathy towards Mrs Holwell, but this is not the right action to take, and whilst it might make her feel better, that is no way to operate road safety, ever! Apply an action by emotive request! Disgusting.

That does seem ridiculous. The chap who killed her daugher had been driving dangerously. At no point in the article did it mention he was speeding or how fas he was going. How is a camera supposed to descern whether someone is driving dangerously or not? It seems the woman embarked upon a grief-driven quest to ensure 'no other family experiences the same heartbreak' and regardless of the merits of her campaign the council eventually caved in and erected a camera. Presumably to avoid bad press. Ah people power. Of course a camera is certainly going to save another life there. :whome:

I have to wonder to what extent was this a one woman campaign?

Did she perhaps have a visit from the likes of brake. First offering condolencies, then "support". And so forth....

IIRC yes she did, I am sure it was her that I had as an opposing guest on a radio show some while back ... also IIRC the driver was UI too.

That really is beneath contempt if it's true! It's as if BRAKE almost "prey" on vulnerable victims desperate to see something positive come from a tragedy , and create the impresion that their loved ones would be still around today if only there were enough speed cameras!

No, a speed camera would not necessarily have stopped them - but if it had been exceeding the speed limit as it passed the camera, she would have got a couple of photos of the car her daughter was travelling in. Nothing more.

If that is the case Brake's involvement amounts to no more than exploiting the grief of a bereaved mother to further their own agenda. Bit iffy if you ask me. Smacks of opportunism. I understand that the mother is grieving. She has lost her daughter. A tragedy she is unlikely to ever recover from. Yet suggesting a speed camera will prevent a similar death or to make her believe had there been one in place her daughter would still be alive is at best disingenuous at worst utterly manipulative. Didn't someone say the driver was high/drunk/otherwise impaired? Was he definitely speeding? This is almost as retarded as the other thread where people claimed a speed camera would've saved the life of a drunk teenage BMW driver. Of course it would. :roll: Speed cameras do not prevent people endangering their lives or those of others. They do not automatically make the road devoid of risk by their presence. They just ensure that those vigilant, with luck on their side or local knowledge adhere to the speed limit for a few feet. They do not prevent reckless behaviour or unsafe driving. Behaviour most motorists, whether they rigidly observe the limit or not, do not engage in. Brake always seem to highlight extreme cases like this and present speed cameras a panacea to all and every accident. I would suggest if someone is driving recklessly enough to kill their girlfriend and earn themself a custodial sentence for their efforts that a speed camera would not have made the slightest bit of difference.

To me, this puts BRAKE even lower than the "ambulance chasers" who promise compensation for accidents. The one thing that puts "ACs" above Brake, is at least they (ACs) are offering to obtain money for the victim as compensation, whereas in this case, it seems to me, that BRAKE are leaching money from the family and its' friends and relatives, for their own cause, in the dubious name of "Road Safety".

My views do not represent Safespeed but those of a driver who has driven for 39 yrs, in all conditions, at all times of the day & night on every type of road and covered well over a million miles, so knows a bit about what makes for safety on the road,what is really dangerous and needs to be observed when driving and quite frankly, the speedo is way down on my list of things to observe to negotiate Britain's roads safely, but I don't expect some fool who sits behind a desk all day to appreciate that.

Traffic patrols?
Signs warning of deceptive approaches?
Guidance and education, particularly when driving a new car: "lack of judgement by a young man unused to that car" (Errol Ballentyne, defending Ben Crossley) - none of these would do anything?

I should point out something that the forum user 'greenshed', who benefits from speed camera enforcement, has repeatedly stated that RTTM "is dead" or "has been addressed". Yet we can clearly see from various articles that, even though the rules governing 'cost recovery' ended long ago, the camera placement criteria that results with the illusion of RTTM, is still being followed:

Road studies [undertaken in March 2010] have shown that 85% of cars travel at 51mph or 52mph on the 50mph limit road. For speed cameras, 85% cars must travel at 55mph to qualify.

So what what justified the decision for a new camera?

There is the K(SI) accident we know about: Aug 28th 2008.
There was previously a fatal crash, cause by a unlicensed, stoned, drunk (yet within the limit) driver, on Sept 2008.
There has since been another K(SI) accident: 23rd May 2011 - Daniel Preston, at that roundabout.
Finally, there has also been a motorcycle crash, again at the roundabout - 7th August 2011.

That's 4 KSI accidents only just within in the 3 year requirement - the magic number.

All of a sudden, the mother finds out that there will be a camera:
On Thursday, the day before the third anniversary of Becki's death, Julie was told a speed camera will be installed at the spot.

Julie said: "It's a bit spooky that after submitting the petition almost two years ago, I should find out about the camera the day before her anniversary."


Has the 'speeding problem' has suddenly become "serious enough" to warrant the camera? :no:
Does the camera partnership have enough KSI accidents to capitalise on the RTTM illusion? :yesyes:

The speed limit reduction (to 50mph) predates all those mentioned KSIs in my previous post.
So we know that in the three years following, there have been enough KSI accidents (4) to justify that camera.
In the five years prior to that, there were 3KSIs at the site (2 SI, 1 K). ["LEICESTERSHIRE COUNTY COUNCIL HIGHWAYS FORUM FOR CHARNWOOD", 31st March 2010]

Those that don't want to acknowledge RTTM must, by the same logic, accept that the speed limit reduction must have resulted with a doubling of the KSI rate at that area.

Those who do accept RTTM will understand that the KSI rate is likely to regress back to the previous mean, thus statistically yielding a KSI reduction of about 50% even if the camera isn't installed.
