Has a study, as or similar to, the following been carried out:

- for a ten year period, say, BEFORE the massive camera plague started, say - 1990-1999

- for a large number of randomly selected 2km sections on which, over any 3-year period, accidents occurred at a rate that complies with the camera-placement-rules (e.g. > 4ksi/km/3-yr):

What was the ksi rate in the following year (without cameras), i.e. what was the ACTUAL regression to the mean?
