It can work, if they lump 'inappropriate speed within the limit' together with 'exceeding the limit'

Cameras cannot do anything about the former factor, of course, so the claim/sentiments within that quoted statement is very misleading, but since when reason and logic prevented the SCPs from misrepresenting data!

Not to mention counting the collisions with other road users which they figure would not have happened had the speeds been lower :headbash:
