So ,the police and local authorities are so incompetent that they need to hire experts to ensure that they have properly complied with their statutory duties. Surely then, they will not mind if accused motorists hire their own experts to check all this stuff as well. It works both ways.

All of these services, of course, don't make motorists keep to the speed limits even though they claim this is the purpose in the first sentence. All they can provide is help to ensure that, if caught, a motorist has little room for a technical challenge.

How does spending police funds on this sort of advice actually increase safety?

Very interesting. Some years ago , I came off M6 at J3, to find a setup which IMHO was dangerous ,to say the least. In those days ,we could get through to the engineer in charge and give a reason . i put mine ,and 30 mins later got a call to say that contractor had been taken to task for dangerous coning, and things had been modified. Thanks was the last word.
The "experts" HAD "KICKED UP" .How often do the so called "EXPERTS" "KICK UP" ?
