
I agree with everything Mr. Loophole says. But I want to break it down slightly.
Firstly, a point regarding newly-qualified drivers having to display NQ plates. In Northern Ireland and the Isle of Man, newly-qualified drivers must display an "R" plate for one year after passing their driving test. Also they must obey a maximum speed limit of 45mph. This does not exclude them from driving on Motorways or dual carriageways where an NSL is in operation.
Secondly, everything else has the likes of Cycling UK and Chris Boardman up in arms. They do their utmost to blame motorists and fear that these measures will discourage people from cycling.
