Call me a cynic but does anyone else think this carefully timed bit of information that average speeds have increased is going to be the excuse trotted out for any increase in fatalities for 2003 and a good excuse to keep the cameras or threaten to introduce more draconian enforcement eg speed limiters?

I wonder how many of those increased deaths are the results of accidents with uninsured, unlicenced or short sighted drivers?
