Am I right when I say that, according to Home Office guidelines, a speed camera can be installed anywhere within 5km of a recent KSI accident site?
So, imagine we have a stretch of NSL dual carriageway bypassing a small town. It's bordered by armcos, wide verges & fences, it's free of any hazards and there has never been an accident on it.
However, 3km away, in the town itself, there is a set of residential roads and a school.
Is it not then in the local council's interests to make these residential roads as dangerous as possible, in order to increase the likelihood of a serious accident that they can then use as justification for a 50mph limit and a revenue-generating camera on the dual carriageway?
I expect that we could find evidence of this practice if we looked hard enough.
