Anyone know what the position is on having a skip in the road?

The other night, I was riding home (urban 30mph residential stretch) and was a bit dazzled by an oncoming car. Moved slightly left and  there was a skip in the road but with no lights on! Gave me a bit of an adrenalin moment...

Do skips have to be lit?

From a council web site:

Quote:
All skips placed on the highway must have a skip permit. It is the responsibility of the Company providing the skip to contact us requesting permission to place a skip on the highway.

Permits are normally issued allowing a skip to be placed on the highway for a duration of two weeks, although this is reduced to one week on main roads.

All skips on the highway must be lit at each corner and the ends of the skip are to be painted yellow.

Any skip found on the highway without a valid permit will be removed and the cost of the removal charged to the skip provider.

Like Dixie, I've had a quick look on some council sites and found the same. The problem is, once you've made sure the lights are correctly placed and illuminated and you then turn in for the night, how do you make sure they stay attached to the skip until the next morning... Particularly if you happen to live anywhere near a university or other area in which things like lamps, cones etc. are likely to go walkies

I nearly crashed into a skip when I was learning to drive one dark night. There maybe no need for lights or it is difficult to keep lights on it. But what about a highly reflective material, like the police etc have on their cars?

Some skip companies fit small weldmesh cages to the sides of their skips into which you can put one of those small yellow flashing lights and lock the thing in so as to prevent it being got at by those drunked fools making their way home after a night out.

It is up to local authorities to check that any skips which they have given permission for are properly lit at night but that means paying someone a bit of overtime and most are a bit hard up and do not want to do that. I know I work for one!

I dont know if it MIGHT help, but most skip companies get very upset if you light one up - it burns off the paint apparently!
Try pointing this out if they say that they dont need to be lit!
