Latest DfT estimate is 2 million uninsured drivers (from about a year ago).

There are 34 million licenced drivers, making about 6% uninsured.

However, not all licenced drivers are active. Say 25 million are active (a fair guess). That makes the percentage uninsured 8%.

However uninsured drivers are unlikely to travel the same average mileage, making the proportion in the traffic overall much less. Perhaps 4%.

But uninsured driving is not spread evenly across the country. In rich rural areas it will be rare. In poor urban areas it will be rife. One estimate from Manchester (it may have been one district in Manchester) made the uninsured percentage in the traffic 1 in 4 or 25%.

I suggest we should be focused mainly on the '2 million' figure and how it is changing.

I lived in America many years ago, and the distribution of uninsured drivers there was exactly how SS depicted above for Britain. In the affluent Chicago suburbs, where people had newish cars, it was unheard of to be uninsured. In ghetto areas, it was estimated to be as high as 50%!

I always remember being perplexed when being told by my insurer, State Farm, that insurance was mandatory, but would I like insurance cover to protect me from incidents with uninsured drivers?!
