I'm reading it now. Some interesting stuff on 'safety culture' in work-related driving environments. Why oh why don't they try to apply that stuff to the entire road network?

I immediately shot to the bit about STATS19 and noticed this rather carefully worded quote (page 147):

Car occupants are the road user group with the largest number of casualties, the largest diversion in trends from the in-patient data and the lowest reporting rate. If there were small but systematic changes in reporting or recording of these injuries at the serious/slight margin part of the rapidly reducing trend in English serious casualties might be explained. However, there is insufficient data at present to strongly support this supposition and more work needs to be done.

Page 85 contained the following:

Following this first phase, a second phase of the project will inform the Department’s understanding of the motivations underpinning the behaviour of repeat speed offenders; why they choose to ignore speed laws, why they reoffend, and what – if any – messages, enforcement strategies or other measures would persuade them to change their behaviour.

Methinks that this has a lot to do with the credibility of the policymakers in matters relating to road-safety and speed.
