I think the highway code says something about not overtaking but you may pass if it is simply a case of three lanes moving at different speeds. However the practical position is that people will not overtake on the left.

Does it make the road more efficient? and if so at what price? The longer you are alongside someone the longer you are in their blind spot and therefore at greater exposure to danger.
