I would be rather inclined, upon seeing a civilian aiming some device or other at me, to assume the person to be in possession of a fire-arm and, in my self-defence, run them flatter than shit from a very tall cow.

This has happened on several occasions in Australia and the USA and the drivers were mostly acquitted...

Surely that's the way to deal with these people? If you drive past, or approach, a scamera vigilante outfit aiming a speedgun at you, you should stop and immediately phone 999 and ask the police to deal with people aiming what appear to be firearms at oncoming traffic. Then stay well out of the way of the vigilantes so that you can't definitely see that they aren't aiming a firearm, and wait for plod to turn up. Plod should then turn up blues and twos (if you're lucky -- it took then 3 hours to turn up following my emergency call after a burglarly in Cardiff). Cue them accusing you of wasting their time, but if you're of a sensitive disposition, or can act that way, make sure that you come across excrement-scared at what you've seen and tell plod that you refuse to drive past that spot until he/she has apprehended the person concerned, or has demonstrated to you that they cannot fire bullets at oncoming traffic.

I can go one better than this were i live for the past three years i have been experiencing kids playing football in the street, damaging my new cars and garden along with other neighbours we dared to ask the parents to stop there kids from carrying out this tirade of anti social behaviour, but to no avail.

So, contaced our local neighbourhood policeman to see if he could help,chocolate fireguard spring to mind amongst other things, the upshot of this is last week PC Plod took a statement from one of these 13yrs semi professional footballers.

Now, my next door neighbour has had a harassment warning served on him for wait for it
1. Parking his car on the road ouside his house legally preventing the kids from playing football. (true).
2.Driving past this kid at speed blowing his horn (lies).

So, I challenged this with local bobby and told him I sometimes do this as well (park on road )to prevent them playing, he told me that if someone complains then I will get a warning as well.

The country's f***ed we might as well accept that and we do we moan but what do we do f**k all and thats how it will stay until we stand up and be counted

Amazing how much effect on senior officers a letter on headed paper with the backing of local politicos has.Especialy if one of them is an MP.
And the effect on local councils is equally great.

we have tried everything from local councilor to MP complaint to IPCC then last week a letter to CC if this fails we are going to go to media, if that fails, I think jump off the nearest bridge I think.

But really I suppose we shouldn't stop the youth of today doing as they please as they could grow up seriously scarred for life not being let to do what they want irrespective as to the cost. .

There is a section in the Highways Act 1980 which makes it an offence to play a ball game on a highway to the annoyance of a road user. Cannot remember the exact section or wording as I am not at work so cannot get to the actual statute. Suggest you make a formal complaint and ask the constabulary to enforce this particular piece of legislation.

I don't get this - what laws are being broken that gives them the right to do this??

Ian - can you post the reference - like Stephen - we still get the occasional bit of football, but also Kerbie played with a medicine ball some bright idiot from our council gave them. No respect for cars and sometimes done with the express intention ( i swear) of winding car owners up.Would be nice to quote chapter and verse to the "Inspector" we get on the phone when we ask for a senior officer.

And Stephen - talking from experience - you and perhaps your neighbour complain ----you're just two voices - start an association ,get 50 behind you and thats 100 (at least)votes your councillor/county councillor have to worry about. Get them behind you (and they will ) and suddenly senior officers start looking at your problems - we had Supts etc on our side after two years, as before we had a CBO.--bit of time needed - but the increase in social life is worth it.
Know you deal in deprived areas - i live in what has been described as one - my choice was to move or help make it better.

The section of the Highways act you refer to is sec 160 of police reform act 2002.

I have made a complaint back in January 2006, still not heard anything and to add insult to injury 3 more complaints have been made against the same officer. our Internal complaints have got all 4 complaints and will deal with it as one,Bo***ks I said they are all different complaints made at different times and dates just that they were too lazy to do anything.

I took three statements from my neighbours one of which was my own it took me 5hrs of my own time and one had a criminal damage in it, I spoke to PC on phone and informed him of this for the highways act as he said that if I or anybody else wanted to say they were ANNOYED as per the act then he would deal with it. 9mths later still got statements his Inspector told me that they are not going to criminalise kids as it solves nothing.

I could sort it out myself and have told them this but have been told to leave it to them, what a laugh the trouble with the police and legislation is that they will see it in balck and white with no grey areas unless it suits them as in my case, so to any of you who have a football problem and you want to have it stopped BEWARE is the warning as the police excercise there discretion in certain matters not once or twice or even three times but 51 times. So, dont know what to do ive been told to move but why should I one neighbour has done at a loss of £20000 just to get away. Never mind blairs Britain and the good old respect programme.

Thanks -Stephen - next time i get probs - i'll try that - up till now just being asking what would happen if damage makes vehicle un roadworthy - --only problem is that by time they arrive - problem has gone .Depends on the priority at the time i supose

Stephen you have got the wrong section of the Highways Act the one that botach wants is Highways Act 1980 section 161 (3) "If a person plays at football or any other game on a highway to the annoyance of a user of the highway to the annoyance of a user of the highway he is guilty of an offence and liable to a fine" The original statute quoted the sum of £10 but I suspect this will now be up to a maximum of level 1 on the standard scale which I think is £100.

I am not sure about the provisions of the police reform act.
