Despite the article’s claims, there is nothing secret or underhand in this financial model, which is controlled by strict guidelines issued by the Department for Transport on behalf of the Government. Tele-Traffic explained the workings of the financial model and the details of the operational cases that the country’s safety camera partnerships submit on an annual basis for approval

A Hants copper said in court that there were only guidelines and didn't have to be followed. When questioned further he said "Guidelines are guidelines, I follow codes of practice"

“It has never been the rule in this country – I hope it never will be - that suspected criminal offences must automatically be the subject of prosecution” He added that there should be a prosecution: “wherever it appears that the offence or the circumstances of its commission is or are of such a character that a prosecution in respect thereof is required in the public interest”
This approach has been endorsed by Attorney General ever since 1951. CPS Code

Did MoS use a hidden video camera? Perhaps they could release the footage.

If TT was talking to the reporters about an audit system t. prevent the blank cheque book scenario and it has been quoted out of context, I truly do feel sorry for them.

The full data I guess would be available from MoS if forced into a corner?

I would expect the MoS to reply to the Teletraffic statement, I’d also hope the MoS have other evidence they have not made public, in case of such a statement made by Teletraffic.

I thought the guidelines where the code of practice, they merely remained the "Code of Practice" to "Guidelines"?

Did they say 'bucket loads' and 'more cheques than they know what to do with?'

Banged to rights!

How ironic if they were to be caught on camera. Maybe the MOS should refuse disclosure of the full video and just offer some grainy stills, of course TT would have the right to have their case heard in a court of law but the penalty may be higher and they may incur costs!

When a motorist drives within the speed limit 1000 times past a camera and then one momentary slip and he gets 3 points and a fine.

Actually it poetic justice. The same principles apply to the camera salesman " one momentary slip"
He did not pay full attention to the road ahead because he was distracted by a camera! (the one he was trying to sell)

It's so true.

The only defence can be 'we were telling them what they wanted to hear'

the follow up question is, 'do you mean like your paymasters do with the accident reduction stats?'

From the article
Warwickshire, for example, had set a target of issuing 80,000 tickets in a year. Under the recently amended rules all the revenue from the fines goes to central government, with a portion of it returned to local authorities and to fund the road safety partnerships.

Seem to remember looking at something on the Warks site some time ago and seeing the usual Dft slogan about them being quite happy if the cameras caught no one ,because then nobody would be speeding.(i.e no set targets,or so it would imply)

Now thiis piece is gone.Of course ,I may have just imagined it
But then again ,i'm certain it was almost their slogan
