Cumbria County Council have changed a two way road to a one way and as you enter the one way from a unrestricted 60mph road the council have painted a large 30 mph sign on the road surrounded by a circle. Is this sign legal. Also the sign is in a dip so when it rains it is covered in muddy water. At the other end of the one way road where it joins the A6 (30mph) the council have removed the two 30 mph round signs on poles and replaced them with give way signs. Opinions please.

I don't think the 30 on the road has any legal force but it would not invalidate other legal signage.

So the question is have the placed a :30: either side of the road where the 30 zone is supposedly now starting?

No that is the only sign. They have changed the narrow one way road (unlit)from 60 to 30 painting the 30 sign at the entrance to it and removing the poled 30 signs at the exit to the A6 (30 )

30mph on the road seems to be quite common in Scotland, particularly on the A75 from Stranraer to Carlisle.

It still needs terminal signs, though.

It is common but without the lollipops it is not enforceable.

There is no street lighting on the one way road. There are no terminal signs. The A6 has street lighting so you have to assume it is 30 mph although it is a wide road straight road.

The 30 on the road is not enforceable. I think of it as a reminder.

Street lights however are. Even when they're turned off. Which is stupid. In my opinion. :)
