Hi folks, just wondered about a quandry i have

i have an old paper license and have changed address, i have found out i have to replace it for a photo one, fair enuf

however as my license does not expire for 20 years and a photo one only lasts for 10 years, i will suffer a penalty, or loss by the fact that in the next 20 years i will lose out by having to pay for 2 replacement licenses

what compensation is available for the loss of 10 years non renewal?

cos no way am i willing to pay for something i would not have previously

sorry to come across so angry on my first post but i am seething by this thought of a loss of yet more money for something that the EU implemented

I don't think you have to pay to get a paper licence changed to a two-parter.

Hi Robin, but the thing is if i did not move and kept the paper license i would not have to pay anything till i had to renew at 70, with the photo one i will be out of pocket £19.00 as it only lasts for 10 years why should i be?, surely this is a penalty?

I renewed mine last year after moving address and went from the old paper style to the new photo style. It can be done for free by sending off your passport to DVLA, but I paid £4 for the 'privilege' of having the Post Office authenticate my application and passport without me having to post it.

and i do not and have never had a Passport :o , incidentaly i have no photo id whatever as have never needed it, my birth cert has always been good enough before, so it will just have to do

another problem is the address, i am now living in a motorhome having got out of the rat race and as such have no permament address, as such the DVLA are pestering me for a fixed one before they will issue me my license

It does appear that the photo license lasts only 10 years, I hadn't noticed that before!

You can buy an address. That's how a lot of parking enforcement companies and other crooks operate.

Are two I found when looking for information on one such civil parking enforcement company. The first one you can buy an address which looks like a proper business address without ever needing to go there. I think they even have staff to answer the phone pretending to be your business so people can leave messages. :roll:
The second one, I think, is basically a whole load of mailboxes and you get a key to one. There are probably such places available outside of london.

The licence only lasts ten years because the appearance of the driver will change in that time. The only change is the new photo.
The paper licence is going to be "recalled" by dvla soon, probably early in 2007, and replaced by the photo licence. There will be no choice in this, it IS going to happen.

As far as I know the address requirement is a place through which you can be contacted, it doesn't have to be your house.
Personally I would never send a paper licence back to Swansea, much better to get a duplicate first - I've read too many stories about things going wrong.
Interesting the paper ones are going to be recalled this year - mine isn't (UK one that is)- I'll be keeping it until 2027.
There was a compulsory change to 10 year licences just before I moved to NZ....which cost money. Really clever people dug their heels in and weren't charged for a new one, even though the government said the old ones weren't valid.

It would be an amusing court case, getting whoever issued a paper licence 20 years ago to stand in the witness box and state why they made a mistake issuing it, because it clearly states valid until 2027.

This is actually a huge problem - because without a permanent address you won't get insurance either. My wife and I dreamed of selling up and taking up a nomadic existence, but there doesn't seem to be a way of doing this because without an address (and DVLA won't accept a PO box) you can't legally own or insure a car!

Just use the address of a family member or a good friend. An address only has to be somewhere where you can be contacted by post and if you regularly collect or receive your mail there is no problem.
We have some friends who have moved to France and are living in rented acommodation there. They still have a UK registered and insured car and use my home address for all contacts. I send their mail to whatever address they are currently at every Friday and they deal with it from France. Their insurers are aware and theyn have paid an extra premium to cover they car whilst abroad for longer periods via their broker, who also happens to be our broker. It seems to work out fine.
My son will shortly be a permanent resident in France, although he wishes to keep a car here to use when he is working in the UK. It will be registered to him as keeper at my address and kept taxed and insured by him in the UK. I wonder what will happen if he gets caught on acamera whilst in the UK and I send any NiPs to him in France. Nothing, presumably.

The licence doesn't expire, only the photocard. Changing the photo is free.
