The M25 coach crash was not given the highest priority by the ambulance service.
The 999 call reporting that a coach had overturned and passengers were seriously injured was logged as a category B call, one classed as not life-threatening and with a target to reach the scene within 14 minutes.
The first ambulance crew arrived 14 minutes after the first 999 call and immediately called for more paramedics, a South Central England Ambulance Service spokesman said.
But an ambulance source said staff can only go on what information is given in a 999 call and then use computer software to run through a checklist designed to sift the most serious calls for a rapid response.
The source said: “We have to go on the information we receive and most road traffic accidents are classed as category B.
“They should have used a bit of common sense when they heard it was a coach but they cannot over-ride the software.”
Six vehicles were dispatched initially. The spokesman said: “We implemented our Major Incident Plan at the earliest opportunity, which ensured the best possible response. The victims received the best care.”
Yet another case of the government over relying on technology rather that experianced staff using technology to assist.
