Hertfordshire county council has launched its "Speed management strategy" (read it here: http://www.hertsdirect.org/roadtrans/hh/info/speedmanagementstrategy/.

The page contains the following statistics:
Quote:
The link between speed and road accidents has been highlighted within Government strategies to reduce road casualties, particularly the numbers of people killed and seriously injured. In 2003 39% of accidents in Hertfordshire were speed related (factors include speeding, miss-judged speed or excessive speed for conditions). Whilst speeding was a factor in only 7% of all accidents, speeding is more often a factor in KSI accidents than in slight injury accidents. Speeding was a factor in nearly 20% of fatal accidents and 11.5% of serious accidents. In 2003 the annual speed-monitoring programme showed that 44% of vehicles were exceeding the limit in 30mph areas, and on 70mph limit roads 20% of vehicles were exceeding the limit.
.

Does anyone know where these stats are likey to have come from? I'm guessing police accident reports. I am going to question them on it so any help/arguments would be useful.

It is recognised that there may be roads in the County where speed limits are currently too low and it is important that suitable and realistic speed limits are used.

Blimey ... the government would throw a fit if they saw this admission!

Overall, I have to say that their speed management strategy is actually pretty good. It seems to adopt a sensible approach to setting limits, so we'll see what comes of it.

Blimey..the % key must be suffering from fatigue...
I am suspicious of anything which has "management strategy" in the title.

The great thing about percentages is that they can be made to imply ANYTHING you want.

99.99% or accidents involve speed. Otherwise the car would have been be standing still prior to the accident.

Had a quick look - it is certainly better than what the DfT are proposing.

There is very little know about quiet lanes. Which is worrying.

Councils do get bothered by NIMBYs to lower limits and get a skewed view because hardly anyone writes to tell them a limit is too low, until it is rediculously low.
