Speed cameras do not trap the following:

Unpredictable driving.
People too stupid to be driving.
People using mobile phones.
People using drugs.
Drunk drivers.
People driving at or below the speed limit past cameras in times of poor weather or visibility when the speed they are using is still inappropriate for the conditions.
People that are uninsured.
People that have no license.
People without MOTs.
(But they can, interestingly, catch the people that haven't paid their road tax. Hmmmm what a surprise - cash!!!!)
People that follow too closely.
People that undertake on motorways.
People that sit in the outside lane without reason.
People changing lane before checking mirrors.
People too old or too young to drive.

Police cars do, and they can also catch speeders.

Any comments?

The list goes on...

Cameras can't detect

Tyres with insufficient tread
Dangerous condition vehicles
Stolen vehicles

Coincidentally, I was wondering just today whether the number of reported motorists for these types of offence ( insufficicent tread for example) has plummeted since the advent of this style of automated reporting.

Careless driving
Erratic driving
Reckless driving
Racing on the highway
"Construction and use" offences
Sleepy driving (detected by observing "wandering about" sometimes)

And yes, all offences except speeding are down:
