A Notice of Intended Prosecution must be served with 14 days of the offence!

Does this imply 14 consecuctive days or working days? A friend of mine was caught with a laser from a drivesafe van. However, it has been over 14 consecutive days and no NIP as appeared in the post. Furthermore, he is the registered keeper of the vehicle. Any information appreciated.

It is 14 normal days. And it has to get to the registered keeper within 14 days. If the driver is not the registered keeper then they have longer. If the registered keeper has changed address "recently" then they have longer.

What about bank holidays?

do they count, baring in mind we just a had double fri and mon bank holidays.

It is 14 consecutive days to the Registered Keeper. No leeway is given for bank holidays, weekends or iirc postal strikes.

All of the reasons trotted out for late first NIP's (outside of new vehicle or address) are not valid. Hire or works vehicles are still covered by the 14 day rule. However it would be the hire/work company that would receive the NIP if they are the RK.
