Now they have extended the limit for a long way into the two lane stretch.
Doing 80 in a 30 limit isn't bad, is it?
I don't think anyone else was doing less than 60.
I never actually posted the council's response to my first e-mail... Here it is:

Thank you for your email regarding the Temporary Speed Restriction advertised on Dorset Way.
Under the terms of the 1984 Road Traffic Act it is necessary to give notice of a temporary speed restriction in the press and on site. There is, however, no procedure for objections.
The 30 mph temporary limit has been advertised for the following reasons.
Chapter 8 of the trafic signs manual recommends a temporary speed limit of 40 mph whilst a contraflow is in operation subject to specific site risk assessments.
A 900mm buffer zone is required to separate the two lanes of traffic which leaves running lanes of 3.05m wide. This, coupled with the layout of the site i.e. traffic leaving and joining on the slip roads, including diverted traffic, and the proximity of the ends of the contraflow to other junctions, mean that it is considered that a 30mph speed limit is appropriate for this site.
The second paragraph is the best bit. "We don't have to listen to you, so we won't."
