I think to some extent this perception stems from differing views on transport policy more than differing views on mutual responsibility on the road.
Some of the people who are active on cycling forums are those who would like to see significantly less use made of private motor transport, and this may colour their views on safety-related issues - indeed they might argue that the two cannot be divorced.
There was a thread on this a couple of months ago entitled
Safety vs Ideology.
Personally I tend to feel setting one group of road-users against another is going to be counter-productive in terms of both safety and overall transport policy.
