If the passing vehicles have to adjust speed then the stated conditions of the question are not met.
Sorry being really pedantic here, if it helps I am not trying to prove that it is OK to be an MLM just trying to see if there is a boundary at which the keep left rule ceases to be necessary.
Is the rule to be-
1) Keep left regardless of whether it affects anyone or not.
Nice and easy and enforceable by a yet to be invented automatic system.
2) Keep left regardless providing it is not unsafe to do so.
3) Keep left if not doing so causes another driver to take an action which they would not have otherwise had to make even if such action has no effect on their safety or progress.
4) Keep left if not doing so affects the progress of another vehicle and/or compromises their safety.
5) Keep left if not doing so affects the progress of another vehicle and/or compromises their safety providing it does not compromise your safety.
6) Keep left if not doing so affects the progress of another vehicle and/or compromises their safety providing it does not compromise your safety or progress.

x) Keep left unless you cannot be bothered and anyway the car behind must be going too fast if they caught you.
