Driving into Brighton late one night on a 30mph speed limit road, I passed a gatso at approx 28mph and was flashed twice by it. There was no one else on the road, so it must have been photographing me. Can anyone advise as to the likely outcome? Could this just have been a faulty camera?

Given the described indicated speed: unless your speedo is out of allowable tolerance - and by quite a long way (they're not allowed to under-read), it's likely that the camera was an uncalibrated dummy. These are quite common. Gatsos don't usually trigger until at least a true 34mph.
However, I would recommend you to check your speedo using a decent GPS just to make sure.
