Hiya folks i`m a courier and i collect samples from vet`s to go to the lab. this can range from small tubes of blood to animal bodies for post-mortem.
Anyway i pull up at a loading bay and a traffic warden comes over and asks waht i`m doing so i say running in the vets to pick up a sample.
On my return the TW is still there he looks at my hand and states that they dont class as loading or unloading. the definition is large items or items that I cant walk with very easily. so i got in my car and drove off muttering the usual about jobsworth.

looking back and knowing i`m going to bump into him fairly often.
I need a good argument.
The samples I collect are a biohazard and therefore are in biohazard bags. Surley this means that they are not easily transported

Does anyone know where i stand as the nearest parking is about 3 min walk away or pay n`display

cheers
matt

depends who and where.

In camden, they finish writing the ticket and throw it in the gutter and you get served with a double penalty for non payment. Appeals must be made using special delivery as they too get thrown in the bin with a denial of reciept and you get a triple penalty for non payment.

Next door in islington, a cheery "hi mate just loading" tends to suffice and they'll wander off.

To appeal a fine you may want to keep a copy of your companys delivery ticket

Photograph them throwing it in the gutter and make a complaint of littering.
Oh, and the green-bands in Bedford are told of people walking away from their cars and not buying a ticket by the cctv monitoring people....so, you better buy a ticket BEFORE you park because the penalty WILL be on your screen before you get back....In the shop, buy the part and back out....less than 3 minutes....ticket. Problem. Pay the penalty (30 quid in 14 days) or appeal...more than 14 days...80 quid.

Assuming this is decriminalised parking enforcement then the parking vulture scum are probably taught the council/government skill of uttering irrelevant truths.
Yes, loading/unloading is only allowed for small items, etc. that doesn't mean that the item you had was not enough to be allowed the loading exemption.

Have they drawn the restriction bay lines & signs correctly? If not then there is no enforceable restriction anyway.

You could cheat and carry a large box from the vehicle to the building, fill the box with whatever tiny thing it is you are collecting then carry the box back to the vehicle. Then you would be both loading and unloading a large box.

Driving off before they hand you the PCN or attach it to the vehicle is the best thing to do. Then it is not "served" and isn't enforceable. Unfortunately though, if you obstruct them (like for example thumping them in the face or running them over) then the PCN can be deemed served anyway, so that spoils that fun.

I don't know if there is a definition in law. There may only be a definition by a court ruling in the past. It is the sort of thing which would probably require a court decision.

Sorry, no, "civil adjudication" because you don't even get to go to court to have a fair trial.

Ask him to hold your 'biohazardous' bags whilst you get your keys out, see if he will! If not, why not? 'Easily transported' eh? Lets face it, if the guy was a microbial genius he wouldn't need to be a parasite for a living! :P

I like the big box idea! How about displaying a biohazard sign in your windscreen; then, if you see him waiting around when you return, try staggering up to your vehicle holding the samples at arm's length, calling to him to 'stand back, stand back, I have to get these into containment before they contaminate everyone!' Tell him to wait whilst you get into your vehicle to activate the safety interlocks, then start up and drive off. Avoid giving him the finger and it might work twice!

i drive a van around various locations, if this is going to be a regular pick up get to know the warden, the police ones tend to want you to move on rather than book you, the council ones well that's different,

whats the parking restrictions outside the vets

loading / unloading not to be confused with picking up shopping, do you have a receipt signed / delivery note, if so then IMO it don't matter if you are picking up a bio hazard sample or a grand piano

dunno, we are talking about the same vermin that slap tickets on ambulances as patients are loaded into the back... I'm sure they're so well trained it's just an instinctive reation with them now.

I was pondering the possibility of an appeal citing something about "new terror laws concerning the handling of biohazrad materials". Maybe if you worded it such that a) it sounded impressive but b) was in reality legally meaningless (so you don't get in trouble) you could maybe get off a few.

What you have there is sensible, proportionate policing being replaced by target-let, incentivised enforcement. Its sad :(

Oh. They're the worst. They are a company out to make money, that is all they are interested in!
They've only been caught falsifying evidence once though...
