Actually it's likely it WAS your car which set it off, but it should not result in a summons.
The purpose of this is "psychological" warfare - they put a dummy camera in, set it to flash with a hair trigger, and now you are as nervous as hell, is it will slow you down even more for the next camera, and you will probably pay more attention to your speedo.
You should write to your chief constable and explain the circumstances to him, and point out that this intimidation amounts to threatening behaviour, and is affecting your life and driving by causing undue worry.
CC the letter to your MP, and local newspaper, and ask around and see if any of your friends and colleagues have been affected.
