Not sure how ANPR is going to help in arresting for those crimes unless the vehicle is registered to known offenders with outstanding warrants.

With the reliance on technology, the "I got a feeling about that car" incidences will fall and many more will get away. How many first conviction serious criminals have been caught because a trafpol had a feeling about the car?
That's true. And didn't Peter Sutcliffe get arrested by a traffic officer who felt there was something amiss?
Of course, there's another reason why criminals get nicked for drugs, burglaries, etc., as well as traffic and motoring violations. If you sell drugs, burgle houses, mug people, con pensioners, etc., etc., you are not going to get into a panic over the fact that you 'forgot' to get an MOT, did not pay your car tax or haven't got a licence!
There was story about a robber who got away with a lot for many years before he was eventually caught. They asked him how he had done it?
Easy, he told them. Always wear a smart suit and look clean and presentable. And make sure that everything you own is legal. TV licence, drivers licence, car tax, MOT up-to-date, etc.
Thank god most of them are too stupid to think like him!
