This is something I noticed before elsewhere. I've been meaning to look up details about it.
Does anyone know how it works? Once your question has been voted on what happens? How do you make sure something happens?

What happens if you don't live in a parish, or at least don't have a parish council?

Apart from that, if this is true, there's lots that a bit of organisation could achieve.

I had a look at something very similar not long ago and I'm pretty sure it said parish or town.
