If I was searching for someone to blame, I would take that into account. But I'm not doing that yet. Before I attribute blame, I have to know the cause. Cause and blame are very different, as you will know as an engineer. Only when you know the cause can you go on to attribute blame.
Assuming that the cause of an event is the total set of all the preconditions (just a suggestion?), heavy vehicles zooming around near vulnerable ones is not highly desirable, if any of the parties behaves unpredictably (which we know). That is not "truck bashing", Sixy, although if it bashes trucks as a side effect, I'm happy with it!
In the case you describe (big truck, stupid little car driver), it only takes one of the parties to be unpredictable - it doesn't much matter which.
