First conviction from traffic warden 'head-cams' as cyclist threatens to 'behead' NCP car park attendant
7th March 2008

A man has become the first person to be convicted of abusing traffic wardens, using evidence from a special head-cam.

Darren Ingham, 38, was on a bike when he spotted two traffic wardens handing out tickets. He threatened to shoot and behead one and racially abused the other, a Filipino. Attempts to calm Ingham failed and he fled on his bike.

One of the NCP wardens was wearing a head camera attached to his hat, introduced by the company in June, and footage was handed to police.

Officers tracked him down, charged him and brought him to court.

Ingham of Lower Kersal, Salford, Greater Manchester, was given a two-year supervision order after pleading guilty to a racially aggravated public order offence at Manchester Crown Court.

After the case, NCP contract manager Tony Hunt explained how it was the first time anyone had been convicted using head-cam evidence from the private sector. Just doing his job: The warden and the recipient of the ticket which provoked Ingham's outburst

On film: A traffic warden demonstrates the video camera when they were launched in Greater Manchester last year. He said: "Police use them and prosecute people, but this is the first time it has been successfully used by the private sector to bring someone to court."

Describing the incident on August 24 on Blackfriars in Salford, Mr Hunt said: "They were abused for no other reason than they were in uniform and just doing jobs they are paid to do.

"One of the attendants was equipped with a head camera.

"After they realised trying to calm him down wasn't going to work, they pointed out they were recording and they would involve the police. At that point, he decided to leave. "Because of the evidence we had gathered, he was convicted at crown court."

The cameras have been introduced by NCP, which is contracted to carry out parking and litter enforcement on behalf of Salford council, to gather evidence against litter louts and to help protect staff.

Instances of abuse have fallen sharply since the technology was introduced, according to NCP.

Mr Hunt added: "We introduced the cameras last June. We have eight units that are used by our 20 staff. Hopefully, what's happened will make people think about the consequences.

"Our staff are only trying to do their jobs and keep traffic flowing and keep streets clear of litter.

"Nobody should be subject to that level of abuse. We want to get across to people that we will prosecute people with any means necessary, including our video evidence."

What a nasty man, now you can see what cycling does to your brain.

:gatso2: I saw enough of that video to assume that cyclist was drunk. If so, he shouldn't have been cycling. Anyway, that wasn't his vehicle and therefore none of his business.

Sadly that idiot is typical of too many cyclists. The Lycra-clad clown who tried to run me down on a Zebra Crossing the other day, the suited fool who bumped into an old lady on a pavement, the fools who go the wrong way on one way streets, who shoot red lights and so on.

Arrogance. That's their problem.

Surely cyclists are usually in favour of drivers being penalised by the authorities?

This cyclist seems to have got his little wires all confused?

Before we descend into a 'That's cyclists, that is' thread, perhaps we need to step back and notice that this was, in fact, an interfering p!ssed twunt who happened to be riding a bike - just a general all-purpose knob-head who richly deserved the sharp-end of the Law - an inverse to the recent report of the parking attendant who was cheered by passers-by as they issued a ticket on a double-parked Bugatti Veyron...
