TO clarify my opinion.
Heavy rain would introduce large errors into the speed calculation and reduce the range/accuracy significantly. Just look at the effect rain has on normal light.
Day or Night means nothing to the laser but at night
not under street lights! How can the operator form the opinion you are speeding ,accuratley aim the scope at the target vehicle while being blinded by the headlights and get a reading. even if he gets a lucky hit I doubt he could read the numberplate
I cant see the health and safety allowing operators to stare through a telescope at a car on full beam, one blindness claim would wipe out the ill gotten gains
Either way If I was snapped under the above circumstances I would be having my day in court

yes working in rain would produce more error readings than fine weather, and maybe the focal length would be slightly reduced but that is all no difference to daytime working
as for health and safety so kind of you to be concerned

, but the sighting scope has a night time facility to reduce the glare, the monitor has a night time setting so its only really the same as driving, the headlights allow enough light in to capture the reg, as for a lucky hit 99.9 % of vehicles have a number plate between the headlights
