Swindon has become the first town in the UK to do away with fixed-point speed cameras.

The nine-strong cabinet of the Tory-run council voted unanimously in favour of withdrawing from the Wiltshire and Swindon Safety Camera Partnership.

The idea of withdrawing was first suggested 12 months ago by Peter Greenhalgh, councillor for highways in Swindon.

This came after a change to the way fixed-point cameras were funded. Mr Greenhalgh objected to central Government receiving the cash from fines while Swindon Council had to pay for the upkeep of the cameras.

Speaking after the vote, he said: "I understand we are the first council in Britain to get rid of fixed-point speed cameras."

Just because there will be no more fixed-point speed traps in the town does not mean motorists cannot be caught, he said. Police will still be out and about with hand-held speed-measuring devices.

Mr Greenhalgh added: "We will be working very closely with our partners, including police in the road safety partnership to deliver a plan that reduced the number of people being killed on the roads in Swindon."

He said that in 2007/08 70 people had been killed on the streets of Swindon and that this was proof that fixed-point speed cameras were not working to curb motorists' excessive speed.

He said that alternative speed-reducing measures were being considered by the Council now, including education and training for motorists and reduced speed limits in problem areas.

This news will be celebrated by motorists across the land, chief among them Jeremy Clarkson, presenter of BBC's Top Gear who has in the past voiced heart-felt support for Mr Greenhalgh on his programme.

It’s nice to hear this news but, I don’t like the way he still puts the blame for road accidents and the resultant deaths down to speeding motorists. I’d like to know just how many of those 70 killed involved excessive speed as a facture.

Speed cameras don't reduce accidents because it's not all down to speeding motorist, or excessive speed.

The BBC at lunchtime said govt figures show that only 6% are due to excessive speed.

:gatso2: I learned of this great initiative on the BBC Breakfast News and I was appalled at the way Cllr. Greenhalgh was treated during his interview. Practically every question was loaded with accident statistics from the police and DfT. It's clear that the lefty lentil-eaters within the BBC don't like this initiative and were determined to make some sort of pariah out of him.

Personally, I think Paul would've been absolutely delighted with this move against fixed speed cameras.

The Councillor also got trial by Humphries on Today on Radio 4. I didn't expect the questions would be anything but difficult, that's Humphries style, and it was fair enough that he asked them. Unfortunately the Councillor struggled against one of the best in the business in an exchange that lasted a minute. So sadly his message that the £300,000 could be spent to better effect elsewhere got lost.

This was a brilliant announcement, and a sign that Paul's legacy lives on. He said that once hypothecation was gone, one-by-one councils would step away from Scamera Partnerships when they realised what poor value for money they were if the have to be funded from a fixed budget.

Let us not forget this was Paul's work!

...definitely a bit under the weather, at least!

As has been said, excellent news. Not so much the fact that we're loosing a couple of fixed cameras, that's neither here nor there, but the fact that these lying, scheming, cheating parasites are starting to be exposed for what they are! All of a sudden (now that the money's not going in their pockets!) the truth suddenly comes out and, wouldn't you know it, "very few accidents are caused by exceeding the speed limit"! :roll:

Well fancy that!?

I'm just sorry Paul's not around to see this, hed did, as I recall, see it coming though!

Speed cams? Fixed ones? :scratchchin: Folk get used to where they are anyway - so revenue dries up eventually anyway. :popcorn:


Apart from the fact - they will only measure speed and the first thing the person knows about their "breaking of the law" is two weeks later.

There is so much more to road safety than speed alone. Heck - one of the many criticisms against us lies in the claims that few get "fined for speeding" :roll:


On the contrary - more get prosecuted for much more serious traffic offences.

Sure - we are not perfect. Sadly, people make mistakes - some of which have appallingly traumatic outcomes for them.


But if we can keep plugging the message that you passing an initial driving test is just the start. We do not know it all at that point - nor ever - as roads change.. cars change.. the people we share the roads with are never the same and - even when they are - subject to human emotions which can affect how they behave or react from time to time. We need to develop a strategy which takes account of all these issues .. and COAST would seem to lend itself well as the "slick starting package for future constant skill development".


I would hope Swindon move to our "beacon model" of the many "Slow Down signs/VAS/SID" and other sundry, but sensible, engineering on our busier roads. Advance announcement of where the "van" :yikes" will be on the local press :yikes: - and most of our cars out there somewhere :twisted: Along with more available cash for school/college liaison work whereby we assist with lessons in the Highway Code and prmote Bikeability.

Budgets are tight and I will hope that Swindon use their budget allocation for road safety cash - part of which they had to donate in accordance with their now dissolved partnership commitment - on wise forward thinking and long term improvements.
