They only display/warn of the correct speed (relative to limit) if they have correct information.
TomTom (et al) do that as well, but if the limit has changed and the data has not been updated, then the warnings are useless.
The difference is TomToms are updated yearly at best (and are updated with out of date, yet expensive, data too) wheras Road Angel et. al. are updated daily, unless you choose to update less frequently and there is no financial gain to be had by updating less frequently.

It has been said, with a very large degree of truth, that accidents would be dramatically reduced by making ICE illegal.
Couldn't disagree more, when I was a youngster most people commented that my driving slowed down and became a lot smoother after I fitted my speakers and subwoofer (complete with dash-mounted kill switch for residential areas, I might add) because I was a lot more relaxed and in less of a hurry. Even now a decent audio system helps keep me awake/alert on the long overnight motorway treks. If a trip is more enjoyable you're less likely to want to rush it to get it over with.
I suspect that most of the people with big ICE systems, who are terrible drivers would remain terrible drivers even if you took their ICE away. I suspect it's more that antisocial drivers are more likely to have the loud systems rather than the loud systems causing antisocial driving.
I suppose one part where you're correct is if it's a system that requires lots of fiddling, whether it be tuning the radio, changing CDs or whatever, fortunately modern systems are tending more towards hard drives filled with MP3s, with library and playlist functions that you set up in advance and then don't really have to mess with once you're moving.
